WASHINGTON — Andrew S. Conner has been named to the newly created position of manager of biotechnology at the U.S. Grains Council. Mr. Conner will report to Rebecca Bratter, vice-president of international operations at the U.S.G.C. “Our members are keenly aware of both the complexity and critical importance of the work we are doing in this area,” Ms. Bratter said. “Our successes to date have kept markets open for U.S. grains and grain products, but our job is far from done.” Mr. Conner is a graduate of Middlebury College, and he has experience researching legislative and regulatory issues.
