In 1883 Herman Levi and Jacob Loew founded Capitol Milling Company to mill flour on a large scale in the Los Angeles area. In 1999 Capitol Food Company was established, and today the Levi and the Jensen families continue to provide bakers and food purveyors with the highest-quality products nearly 140 years later.

We began in 1986 as a small oat milling company in Oregon. With an eye for finding the right fit at the right time, we have grown steadily ever since. Today, Grain Millers is a leading international agri-business with diversified interests in whole grain manufacturing and merchandising, organic and conventional consumer food products, and the import and export of commodities.
Demand for quality organic, conventional, and gluten-free products continues to increase globally. Through relationships with farmers, PHM Brands acquires high-quality grains to produce and develop high-quality flours, baking mixes, cereals, and grain-based products.
With a diverse group of services such as grain cleaning, flour milling, pathogen reduction, and custom blending, combined with in-house formulation, PHM Brands produces grain-based products globally for some of the largest grocery retailers.

With the most extensive oat supply in North America, we source the best ingredients to create a full range of safe and high-quality custom products that are sold worldwide, including a wide variety of organic oats and certified gluten-free options. Starting in January 2021, we will only source oats that have not been treated with a pre-harvest desiccant.
Star of the West Milling Company has continued to grow in the past five decades. Expanding from one mill to today's five flour mills in four different states and nine country elevators handling corn, soybeans, processing edible beans and providing local farmers with their crop inputs. The daily flour milling capacity now stands at 19,900 cwts, making Star of the West the 17th largest miller in the United States.
